Working to enhance and further develop the strong educational links between the North West region and the US is a key objective of the joint cross border trade mission that is travelling to Boston and Philadelphia next week.The trade mission, led by Donegal County Council and Derry City and Strabane District Councils, will include third level and further education and training providers and development organisations including Ulster University, Letterkenny Institute of Technology, the North West Regional College, Donegal Education and Training Board (ETB) and Catalyst Inc.The trade and investment mission will run from 11 to 15 November. It will build on the strong political, economic and cultural linkages already established in Boston and Philadelphia with the North West City region and will be an opportunity to further reach out to the Irish diaspora. The educational representatives participating in the visit will not only be showcasing the area’s highly educated and skilled population but they will be working to further enhance the links already made with education providers in the US to develop apprenticeship and workforce development programmes.Paul Hannigan, President of the Letterkenny Institute of Technology (LYIT) says LYIT currently has students from Lasell College in Boston attending LYIT and that engagement is ongoing with Becker College with two students from LYIT taking part in the MassDiGI summer innovation programme during the summer to develop a new computer game publication. The Government’s sustained efforts at debt reduction are bearing fruit, with the lowering of debt servicing costs by 30.9 per cent this year, from $325.9 billion to $225.2 billion. This major reduction has also narrowed the debt as a percentage of the budget from 54 per cent to 43 per cent. “It is this reduction in the debt servicing costs that has enabled us, even in this difficult year, to allocate badly needed financial resources to social services, and for the protection of the poor and most vulnerable in our society,” said Minister of Finance and Planning, Dr. the Hon. Peter Phillips. The Finance Minister was opening the 2013/14 Budget Debate in the House of Representatives on Thursday, April 18, under the theme, ‘Restoring Hope-Expanding Opportunity’. Dr. Phillips said reducing the country’s debt will boost activities in areas critical to nation’s development. “The need to repay the debt diverts money away from the necessary investments in development. Last fiscal year, debt servicing amounted to $325.9 billion or 54 per cent of the budget. This was, by far, the largest allocation in the budget and it diverted resources from critical sectors such as health, education, road infrastructure, etcetera,” he stated. He noted further that having a high debt burden reduces a country’s ability to access international capital markets at reasonable rates. “In the same way that a banker only lends to those assessed with having the ability to repay, similarly a country, which seems unlikely to be able to repay, will not get access to loans… Highly indebted countries are not only denied access to international capital markets, but to local capital markets as well, unless they are willing to pay exorbitant rates of interest,” he noted. Dr. Phillips noted further that reducing the burden of the public debt is vital “if we are going to enable future generations to realise their dreams and aspirations and to fulfill the vision of the founding fathers and mothers”. “Unless we do this we will have forfeited the dreams of past and future generations,” he added. BANFF, Alta. – The Town of Banff is grappling with unique challenges before this year’s legalization of recreational pot.With a reputation as a place to get a “Rocky Mountain high” and with a large international tourist base, the small mountain town is already on the radar for retailers.“We are unique in terms of our fixed land base and very limited amount of commercial space, and the fact that we have very unique town purposes as a national park community — to serve as a visitor service centre … and provide a range of services for those people,” said Randall McKay, Banff’s director of planning and development.Officials expect to craft rules about where pot could legally be consumed within the townsite and where cannabis-based businesses could be located.McKay said it will be up to town council to decide whether to allow the new businesses, but added there’s already a lot interest from retailers who would like to set up shop.If council allows it, he said, it will be a delicate balance to ensure the town’s small retail district doesn’t become a “green mile” with cannabis stores.“My initial thought is there needs to be some type of separation and process for deciding where these types of stores should be located,” he said. “We certainly know there’s going to be market demand, or all the evidence points to that.”McKay said Banff could look at a different approach than the one it uses for regulating liquor stores. There are 12 storefronts in the four-square-kilometre retail district.In addition to deciding where cannabis retailers will be allowed to open and where it will be OK to use it, officials are also working to establish definitions for storefronts and related businesses.Those details are expected in the coming weeks.
